It is important to remember that if some thing sounds too good to be true, it probably is. Many web development companies oversell their services, claiming to be able to design amazing, complex websites that 'guarantee sales' or that will 'attract millions of new customers'. Steer clear of grandiose statements such as these, especially if they are accompanied by ridiculously small prices. Yes, it is good to look for value, but if a company is selling a complete web package for less than $500, it is likely to be a template design that hundreds of other companies have.
Check their website for evidence of their experience, such as example sites,references and testimonials. Take some time to browse their portfolio. Do you like their designs? Do their sites load quickly,look appealing and seem easy to use? Can you imagine your website in a similar style? Each company has a different taste, and it is important to choose a web designer that you feel will handle your project that way that you want.
Also look for honesty on a web development company's website. They should have clear and simply descriptions of their products and services, with no techno-babble or vague concepts. You should be able to easily see what they offer, what it will cost, and how they will work with you to create your website.

Choose a company who you feel you can trust and have a good working relationship with, as well as one that has a strong portfolio of work and glowing testimonials from happy customers.
